The bilingual school La Victoire was created in 2001 by Mr. and Mrs. Okala. The school is located in a rural-urban fringe area of Yaoundé. It offers bilingual education to approximately 350 students ranging from pre-school to grade 6. However, like several Cameroonian schools, La Victoire lacks resources and is in great need of teaching materials. Added to that, there is no drinking water nor electricity. Also, children have a lot of learning disabilities with an average of 45 students per classroom. Consequently, many students drop out. Less than a kilometer from La Victoire, ten other schools accommodate students with the same poor conditions as La Victoire.

The first library will therefore bring a cultural space that will reinforce the teachings and will contribute to the intellectual development of the children on the academic as well as the personal sphere. Moreover, this new space will open its doors to students of the 10 neighbouring schools on weekends proposing a great variety of activities.
